How to have my birthday at Disney World with Cinderella in Her Castle?

I saw this Tv ad with a girl having her birthday with Cinderella in her castle. I want to do that and spend a week or less at Disney World in Cinderella’s castle . It can’t be expensive and when is the best time and the cheapest time to go to Disney World. PS( My Birthday is on Febuary 27 if that helps)
